Carrollton man jailed on rape charges involving minors


A Carrollton man remains in the Carroll County jail on a $1 million cash/surety bond after being charged with three counts of rape (F1).

Ross D. Gilham, 32, of 242 McKinley Ave., Carrollton, was booked into jail Nov. 3 after he admitted to inappropriately touching three children, all under the age of six.

According to Carrollton Chief of Police Robert Ellington, officers first became aware of the issue when the mother of the four-year old victim reported an assault Oct. 12. The following day, another mother told officers when she learned of the first victim’s complaints of touching, she questioned her daughter, who admitted Gilman had inappropriately touched her. Gilman admitted inappropriately touching the third victim during questioning by police.

A preliminary hearing is scheduled Nov. 10 at 2 p.m. in Carroll County Municipal Court before Judge Gary Willen.
